Bench rails in Toronto article?

I read awhile ago, I cant remember exactly it was between 2007 to 2008 an article about how the toronto government spent money on bench rails because they did not like that the homeless people were sleeping on the benches. Can someone find this article for me, I need it very much. Thankyou.
