Frommer's rates 44 hotels on this link by price stars and neighborhood. The Salt Kettle Inn appears to be one of the best deals cost per stars rated. Never been there, but I have heard good things about it. Hope this helps.

Most hotels don't include meals.

The time of year make a big difference in price, they probably start @ $200US/night.

As for the "best", my personal favorite is the Fairmont Southampton. Gorgeous place, but $$$$

Some hotels are on the beach, some like the Southampton, are a short walk.

Food isn't cheap. You can get food at a store & then bring it back to save money.

Buy a bus pass for the duration of your stay. Easy to use and it saves money.

As for getting there, (at least from the US), Jet Blue is inexpensive & nice. A passport is required for Americans.
