Eddy. One of the most awesome accomplishments is to wear the Yellow jersey in the Tour de France. Eddy won the yellow jersey, the polka-dot jersey as the best hill climber, and the green jersey as the best attacker/sprinter all in the same year. Back then they didn't have the white jersey for the best young rider. He would have won that one, too.

Eddy Merckx.  He won grand tours.  He won classics.  He won track races.  He held the hour record.  He probably even rode cyclocross at some point in his career.

He did it all, and he won.

I think it was Merckx. Whereas nowadays top riders might focus on one event like the tour de France he was competing in and winning multiple events. His fellow cyclists nicknamed him the cannibal because he was so single minded and uncompromising.

i believe Merckx was the best cyclist in history.  he didnt just win the tour, but almost anything he set his mind to.  he won the one day classics, the tour, the gyro, and often all in the same year.

lets face it, they are all good, very good, but Merckx was just something special.

Merckxx, hands down. He won everything. No one has ever won all 3 grand tours in the same year, but Merckxx won 2 of them a few different times. And he is the only rider to wear the leader's jersey for at least part of all 3 in the same year (1969, I believe). Ask any rider in the pro peleton who they think is the best and most will say Merckxx.
