  1. Yes. Here is a slightly old list. The lower 48 actually has more than Alaska (17 billion barrels vs 3 billion) Louisiana, Texas, California, and "Federal Offshore" are the biggest areas.

    I live in Los Angeles, and there's oil pumps 10 minutes from my house. It's everywhere in the U.S., but primarily in all of the western States.
