By heavy industry I'm suggesting steel mills, foundries, oil refineries, automobile manufacturing, etc.

  1. Before the collapse of the Soviet bloc, it was Eastern Germany  the DDR, now incorporated into Germany which, of course has lots of  industry. But many of the old manufacturing plants in the ex-DDR have been shuttered in favor of more efficient ones in what was West Germany. In terms of current status, it is a close race between 4 of the ex People's Republics, the Czech Republic, Slovakia, Hungary and Poland. All of them are members of the EC, and many of their old heavy industries have been abandoned in favor of lighter manufacturing and non-manufacturing activities, so none of them has the heavy industrial base they had during the Soviet era. The remaining countries of the Eastern bloc (not counting the parts of the old Soviet Union itself which split apart) were not that heavily industrialized under communism and are struggling to catch up to western European standards of living.
