Australia, China, Argentina, Russia, India.

I can name Russia, China, Canada, Switzerland, Australia, and India off the top of my head in addition to the three you mentioned. They're not always called "states" in those countries but their overall systems are similar.

They call them provinces and territories, but Canada is divided into 12 different "states" with their own level of government.

I'm sure there are others, but that's the only one I know off the top of my head.
