Besides the Green Zone palaces, how many of Saddam's palaces were left undestroyed? Who lives in them now?

Very few of Saddam's palaces were destroyed.  Most of them were taken over as bases for US troops then turned back over to the Iraqi government.

When I was in Tikrit we operated out of the infamous 'rape palace.'  The place was vacated about six months after I rotated out, but the place had such a bad reputation that the Iraqis bulldozed the place instead of using it.
