There are so many makes and styles, you can't really say which is "best".  All are good in their own way, and have plenty to offer.  You need to define your particular needs and look for the scooter that best fills them.

to be honest all the new type 50cc super scooters are about the same if I was you dont spend much and just use it as a steping stone to move up to getting a full licence because when you move up to bigger bikes you get a much better chooice and much more for your money ..
