I would rank the cities this way:

1. Toronto - prosperous, opened, accepting to outsiders, great restaurants, theatre, music, culture

2. Montreal - interesting, great french culture, unique, stylist, different from another North American cities, fun

3. Ottawa - calm, kind, fun, warm, welcoming to outsiders

4. Halifax - smaller, fun, warm, beautiful, nice pubs, some culture, smaller but urban elements.
