Best Camera!?! please help?

I'm looking for a digital camera that is quick and takes good shots especially at concerts. I'm looking for one under $400

Right now i have a canon powershot and at concerts if i use the flash it comes out dark and if i dont the pictures isn't clear at all. Also the flash takes forever.
