Rivas, on Missouri St off Montrose.. They are so so good!

Pappa's Seafood, Tony Mandola's (fave!), or Smith and Wollensky's

I also suggest going to Tony Mandola's and ordering the crab balls for an appetizer. Dip them in remoulade and it is perfection

If you want the best Crab Cakes, you need to go to a high ended restaurants.  There are 3 restaurants I love.

1) Vic and Anthony Steakhouse - one of the best crab cakes the in the world, with lump crab meat in the cake and on top of cake, oh so good.  In downtown next to Minute Maid Park.

2) Pappa's Steakhouse - another of the best crab cake, with lumps as well and the amazing sauce that complements the cake so well.  On Westheimer near Fountain View.

3) Pesce's - probably the best seafood restaurant in town, with wonderful crak cake appetizer as well as excellent entrees.  On Kirby near West Alabama.
