Best European universities for international students??

Question

I'm a Canadian high school student who's desperate to go study abroad.

So my question is, what are some of the best European universities for international students?

"Best" meaning taking these factors in mind:

-affordability/scholarship opportunities

-courses offered in english

-in a country that is suitable for international students

I don't know too much about many universities, but I studied at the University of Salamanca in Spain and it was phenomenal.  Is there a certain language you are studying besides English, because that could be a factor as well?

Many American and Canadian students go UK schools because classes are taught in English. Oxford, Cambridge, St. Andrews are a few. The problem is there are very, very few scholarships for foreign students. To get one you would have to be the second coming with perfect grades and SAT scores.

These schools are funded by tax payers and are cheap for UK citizens but expensive for non citizens. However, they are still a bargain compared to top US schools. Expect to pay about $35,000 USD per year but the programs are only 3 years. That's half the price of a top US private college.
