For art with an emphasis in photography there are legions.  Those will be degrees in fine art with emphasis in photography

Look at the major universities art departments in just about any State.

Can you narrow it down a bit? Art, photojournalism, studio? Makes a huge difference as schools rarely excel at teaching more than one specialty.
