Best Map API for districting?

I am creating a program that pulls geo-data from a DB and the data will be used to create districts on the map. Which map API is best suited for doing this? I've looked briefly at Yahoo and Google maps. Any suggestions?

It could be done with Microsoft's Virtual Earth SDK. Take a look at Matt Berseth's zip code boundary plotter example:
