After doing New York and London, I'd give it to London.

I decided to go over there on a whim, and I'd say the entire experience was wonderful.  Everyone else in the US will say New York because it is what is seen on TV, but London brings it to a whole different level.  

Rather than a ball dropping, London spends almost 10 million pounds on fireworks launched on the banks of the Thames.  London also has some of the trendiest clubs and parties (especially in Trafalgar Square).

I'd have to say NY or Vegas.  I know Vegas closes down the whole strip to vehicles and it's just a big party with celebrities and people everywhere.
