Best Place in Italy?

Im planning to do a years academic course in Italian making me fluent then im going to study a degree in Italy aswell. Where is the best city to study - i was thinking of Rome but i really want to make local friends and as it is so big i dont know whether i could do that there? I plan to stay in Italy so i want to be able to realy make a life somewhere. does anyone have any suggestions or experiences? thanks loads x

I spent a summer abroad in Florence and loved it there.  It was a large enough city that there were all the amenities you would possibly need, but it had a much smaller feel to it.  Plus the surrounding area in Tuscany was amazing!  I made some great local friends in the two months I was there.
