When they started Iverson was a lot better. And that was the reason why he won the Rookie of the year honors for their class. Nowadays with Iverson slowly declining with age and Kobe meeting his prime I think Kobe is better.

but if you consider variables Iverson by far.

Allen Iverson is a Shooting guard (who can obviously play pg). I believe he is the shortest shooting guard ever, certainly the shortest Sg of the modern era.

To make it to the NBA under 6'3" takes a TON and then another TON of talent.

To make it to the NBA under 6'0" takes a MASSIVE PETER NORTH LOAD of talent.

But,

to make it to the NBA under 6'0" @ SG a position where the average height is 6'6" and a 6'4" guy is short for that position takes so much skill that it is literally incomprehensible. And that is just MAKING it.

But it does not just end there, Allen iverson is a 5'11" shooting guard ( i know they list him @ 6'0,6'1 but he;s more like 5'10 5'11) who did not just Make it.

he is

Not above average.

Not Good.

But Great.

The amount of Skill that is required to do what Allen Iverson has done MVP, taken team to finals (albeit though a VERY dismal time for the eastern conference), scoring champ, guaranteed all star every year.
