Best Resume Format for my father in law with alot of jobs and experience??!?!!!?

Question

My father in law has alot of military experience and has had some very good and respectable jobs...he wants me to help him with his resume as he is wanting to work in Iraq as a civilian contractor...what is the best format to use for him? Chronological seems to be way to many listings from 20+ years ago...any tips would be great!
