Best Video Editing Software for PC?

Question

What is the best free movie editor for the PC? I tried Windows Movie Maker , but you can't add special effects or anything. Is there any free editor that can do that? if it changes anything, I have Windows Xp.

well for the most advanced free one you can try jahshaka, if you learn how to do it it can be more powerful then those expensive programs like vegas or adobe whatever
