  1. I lived in Barcelona for a couple of years, and found that the best (not-too-expensive) area was Sarria / Sant Gervasi. We especially liked the area between the streets of Calvet, Via Augusta, Muntaner and Diagonal. Very livable and lively, with lots of bars, restaurants, a nice park, supermarkets, and easy access to public transport (FGC).

  2. That depends on your budget and what you are willing to spend and what you are interested in doing. If you are interested in moderately priced flats, I'd try L'eixample. There's also very good shopping there. If you are interested in something more upscale and have the money to spend for it I'd try Passeig de Gràcia. And then, there's good trusty Sarrià. A very nice and pleasant area, a little bit more on the expensive side, but beautiful nonetheless.

Stay away from El Raval and Barceloneta. There's too much crime and the area is very ghetto.
