Any live baits will work but octopus is like grouper candy.

My all time favorite bait is a live pinfish.  However in absence of live bait,I usually use cut squid or whole spanish sardines.  They aren't too picky is they have their "feed on."

The commercial guys just use dead cut fish chunks on long lines with lots of hooks.

I cant say best bait or baits but crabs,octopus,squirrel fish,sand perch in that order!

What type of grouper?  I can tell you a wide range of baits from Jack crevalle to Lobsters all the way down to pinfish. A basic bait over all would be a whole ballyhoo. Need more detail to answer this question correctly.~good luck catchin'.
