  1. The cheapest time will be in the off season which is from November to March.

    There are a lot of advantages to going at this time of year. There are fewer tourists which means not only lower prices but shorter lines and less crowding. Its easier to find a good hotel room or apartment rental and the absence of hordes of tourists puts locals in a better mood.

  3. The smartest thing to do is to book at least 3 weeks ahead of time. Some of the airlines have special low prices in the fall shoulder season form Sept. through Oct. Get your tickets and then call within 24 hours of takeoff to confirm so you don't get bumped off.

    Try Icelandic Air. I know it sounds weird but I always go to Europe that way. If you book by June 30th and travel from Sep. 02 through Oct. 31, then the roundtrip fare to Paris and back is as low as $702. (link below)

    Lufthanza also has a flight leaving New Jersey with connections to Paris and a return from Paris with connection to JFK that is around the same price. (link below)

  4. The best time is probably winter. Paris is very popular for meetings and congresses in autumn and spring, and it crawls with tourists in summer. We have gone in mid-January several times, and though the weather is a bit unpredictable--one year it was lovely and another chilly and damp--the shops have all kinds of sales and cultural life is in full swing with concerts and the like. It is a time of year for Parisians to enjoy Paris without too many tourists. We hope to go back next January for another 10 days.

    Last year a good fare EWR-CDG would have been less than $500 in midwinter, but given what is happening to the airlines, it is anybody's guess what fares will be like this winter.

I've been there in March and in September and both were nice.  March was a bit cool (50 degrees F) for my taste but not a lot of tourists and not a lot of lines.  But nothing was really in bloom yet.  September was very nice weather and kind of busy, though not horrible.  Off season - specifically January-March - are the cheapest months to go, though I'd rather go in the shoulder season - April-May or September-November when the weather's a little nicer.  If you want the city to be empty, August is when the locals leave the city for their vacations - though that takes something out of the cultural experience.
