Best college for photography on the east coast?

Starting in September, I'll be a freshman at a community college and I'm planning on going for 2 years and then transferring to a university and I want to major in photography.

I had applied to the Art Institute of Philadelphia but didn't get in because of my HS grades. So I was going to just do really really good in the college and then transfer into the school in PA, but then my mom told me that her friends daughter went there and said she learned more in high school then she did in that school, so now I'm not so sure of it.

So, what are some good colleges for photography in either NJ, PA, or NY?

Is NYU a good school?

for photography, RIT is ranked (and has been for the past decade) #1.

It's in Rochester NY,.  

NYU is a decent film school, not too renowned for their Photography program aside from fine art.

University of the Arts in Philadelphia is a good one too.
