What is the best complete skateboard setup for the least money.[want to start out with a blank deck, give the brand]

there's no such thing

you cant ask someone what skateboard will feel best for you.

decks have different shapes, weights, and widths, your gonna have to try some out for yourself to see what works best for you.

most people dont use risers and if you want to, the brand wont make a difference. soft risers called shock pads will let you skate a bit smoother so if you want risers go with those but i wouldn't bother.

as for bearings bones reds are great and pretty cheap. but for the rest of your setup you gotta experiment yourself
