Best country in Europe to visit?

Ok, I'm thinking of visiting Europe next year in July 2009. I'm currently a 21 yr old male, but I will be 22 by July 2009. Most likely, I will be there for up to 2 weeks. Which country (out of the following) would you most recommend and why?

My son is 21, as a matter of fact,  he turned 21 in Europe.  and last year he visited Greece, Germany, The Netherlands and studied abroad in Rome.

His favorite place to visit was Germany!

He said they were very hospitable and eager to speak English and most of all helpful with tours and such.

Italy. Filled with culture.

Do not go to France. People have told me that the residents there are really mean and rude. They've been said to not answer people when they ask for directions. My parents went to Italy for their honey-moon and they said it was fantastic and romantic. But if you're going to Europe alone or with a friend, go to England because it is very artistic and peaceful. It's historical and adventursome.
