Honestly the Anabelle eyeliner is the best kind of eyeliner I have EVER tried.

It isn't expensive and it's AMAZING all of my friends love itt.

It isn't water proof but it lasts a really long time

the best thing you can do is buy eyeshadow and a small eyeshadow brush. wet the brush and squeeze out the water, then dip it in the shadow. voila, you have eyeliner that is easy to apply, looks smudgey already, and comes in any color you want.

Believe it or not, I go to the inexpensive stores to buy the brand Jordan, it is somewhat soft, smooth...its only a dollar and id rather have it than expensive stuff.

i use wet and wild eyeliner. it doesn't smudge like my past eyeliners do and yes it's available there. i don't think its expensive since my sister bought 6 pencils for me. hahaha! goodluck!

i know you said waterproof... not sure if they have it.... but i LOVE almay.... i wear the raisen quartz liner from the natural instincts collections.... its just purple enough.... available at k mart/walmart for about 6 bucks... real great stuff
