Since the weather is hot now the sun will quickly evaporate your lotion, even the dry skin lotion...

I know this for a fact because i had my friend apply Palmer's Cocoa Butter Lotion on one leg and 100% pure Shea Butter on the other leg. we went outside for about 15minutes and the cocoa butter lotion was evaporated by the sun and the Shea Butter Leg was shiny and glowing it looked moisturized.

Clinique moisturizing lotion is very good. It's very moisturizing. Make sure you don't get the gel kind (that's for oily skin.) It is a classic, and it doesn't have any irritants, coloring, allergens, etc.

Try Garnier. There's one with mapple extract for severe dry skin that will leave your skin really soft. Also you can mix in some baby oil for extra moisture.

The absolute best moisturizer for dry skin is Kiehl's Creme de Corps, its a little pricey but it is rich and does a great job, I have noticed that I use alot less creme, as time goes by. Good Luck!!
