I travel to Vietnam regularly and I'm also an IT consultant. I haven't found a free Web hosting service in Vietnam as of yet, but that doesn't mean one doesn't exist.

If your needs are just for a personal Web page or Web site, you don't need to host it from Vietnam. You have just as much access to free hosting services from GeoPages, Yahoo, etc. as anyone else that has access to the Internet does. In fact, it's better to use a hosting service outside of Vietnam, because Vietnam's Internet infrastructure is not that reliable yet.

Remember - Free hosting is free hosting no matter where the hosting service comes from.
