Best places to advertise for free or for a minimal fee in the SW?

I would like to advertise plastic / cosmetic / elective surgery across the Texas Border, in Nuevo Laredo Mexico. The Clinic is clean and top-notch; the services performed, rival those in the US and abroad; and the doctors, nurses, (all the staff) are fantastic.

However, we'd like to make our advertising dollar stretch. Does anyone know of any free periodicals or places where we could advertise?

What's the name of your company?  Do you have a website?  Make sure you always use it in all forums, etc.  Also, always carry business cards with you.
