Best pokemon TCG pack to get?

Okay, my brother is a HUGE fan of pokemon and I want to get him a pack of pokemon TCG cards for his birthday, but I know he'll probably end up staring at the cards and not actually playing with them, so what (cheap) pack has the most different pokemon?

Or what's the best deal to get?

  1. Perhaps any pack with EX or Diamond and Pearl series. They seem ok for me.
