Almost all restaurants in Bern are good.  Best in my opinion was the Bellevue Palace but very expensive.  If you have never tried a fondue then try going to Harmony.  A nice place in the afternoon for a quick snack is Beerlers.  When I went there, there was rarely a bad restaurant.  So for "best" I think it would be any restaurant. Seriously
