I don't know about Miami, but I went to a restaurant near Daytona called The Garlic and it was amaziiing.  Best food, atmosphete, and it was very romantic- there was even a man there who sang some Italian songs for all the guests!  The bread there is amazing and served fresh from the oven- they serve it along with mashed up delicious garlic cloves that they mash right in front of you.  My mouth is watering as I write this!

One of my favorites is a pretty restaurant inside of a hotel called the Blue Moon.  Very romantic...

Also, a romantic sushi restaurant is Nobu, it's in the Shore Club.  Very quaint and delicious food!
