Best route/timing for drive from Washington DC to Hartford CT?

We're looking to leave DC by 4 on a Thursday afternoon. How would that put us for rush hours along the 95 corridor. My biggest point of concern is Delaware since there's really no alternate routes. Also, deciding between the George Washington or Tappan Zee (to get into NY). If we go with the Tappen Zee, would you recommend NJ Tpk to the GS Parkway, or staying on the Tpk and getting off on Route 9? Thanks

I-495 >I-270> I-70 W >I-81N>I-84 E

If you  still insist on I-95 :

Get off the NJTPK at exit 10 then go GSP to TZB  

Stay I-287 to I-684 at White Plains  

then

I-684  to I-84 E

The nice thing about using I-81 is that  once you get past DC Metro traffic the route just flies  and it's almost toll free>There's a $1.00 toll on the Newburgh -Beacon Bridge

Btw don't ever use mapquest b/c they have a nasty habit of routing you thru the middle of big cities rather than around them
