Sadness and Sorrow - Naruto.

They usually also play this piece when a character is dead, or is dying. Or when one of the main characters is hurt emotionally, or something like that.

I think thats another reason why alot of Naruto fan's think its saddest, because we associate it with sad parts of naruto.

There's this tune in YuYu Hakusho wherein when drama fills the story, this background tune is played.. i'm really sorry i don't know the title but it's really good.

"Portrait of Tenderness" by K-taro Takanami from the "Chobits" anime immediately leapt to mind when you asked this.  It's a great sad bit of instrumental piano music, with some violin quartet backup.  (It's track 6 on the "Chobits" OST 001.)
