It depends on what you're looking for.

Modthesims2.com has a really wide selection of stuff, all of it free. It ranges from overstyled to extremely casual (simple barefoot with jeans and a t-shirt stuff).

Lianasims2.com has a ton of clothes, mostly concentrated on trendy and runway-fashionable stuff, and mostly female. A lot of it is free, but there are donation packs that you'd have to pay for.

Clubcrimsyn.com has lots of clothes for ladies and gents for gothic/grunge/emo style. All of it is free.

If you want clothing for a particular time period (Victorian, Regency, etc), try All-about-style.com and Parsimonious.org.
