There are many different ones that are good. I like to use showbiz its really easy to use. Also windows movie maker is really good to use. Also with movie maker you can download clip art and use it on the video. So if you have made movies before I would go with Windows Movie Maker. Showbiz is more for beginners

"Best" software? I like iMovie or FinalCut Pro. They run on Apple Macintosh machines.
