North Shore of Oahu is a popular spot, a place called Teahupoo in French Polynesia is insane, check out this picture....

teahupoo by far. its by tahiti. it can reach 80 feet on days. also cortes bank. 100 miles off the coast of san diego. its so perfect that it only breaks about once every five years because the conditions have to be perfect. it has been known to hit 95 feet

Mentawai islands. Warm water, fairly lite crowds, consistent surf and a range of breaks for every level surfer. It's also a great place for people who don't surf, there's plenty to do for the non-surfer (girlfriend) while you're out surfing.

A very close second is the Pacific coast of Costa Rica

Emm...there's a place in France called Capbreton which is meant to be really good.

to many to list, Bali is good, as is Pipeline, Lower trestles goes off on a good day. Australia is also good.
