Best tools for creating ambient music?

I would like to start making experimental/ambient music on my computer. Could someone please recommend the best tools on the market -- software, synth, etc.?

Fruity loops is a great music making tool. Only the more features you require, the more expensive the software gets!

You can download the demo to see if you like it. But for a heads up--you cannot save music on the demo!
