Best tools to make stencils for Airbrushing?

I have been looking at vinyl plotters, but wanted other input. This is for hobby purposes, but i need precision.

At a local craft store I saw the vinyl sheets and a special heat tool for cutting your own stencils.  It was a JoAnn store.

There are stencil cutters similar to soldering irons that will precision cut stencils easily. Just google electric stencil cutters

I use acetate sheets.Get a piece of glass to cut them on so your blade stays sharp and use a x-acto knife.Print what you want to make a stencil of on a printer.Lay it on the glass,cover it with the acetate sheet and either mark the sheet with a fine point sharpie or just cut the pattern out using the paper as a guide.The blade stays sharper longer if you just cut the acetate though.
