Colorado School of Mines is pretty good, but it depends on what you want to specialize in.

At the Master's level there really isn't a "best". Just aim for a State School and you'll be fine.

At the PhD level there isn't a "best" either. Rather, there are a bunch of professors who specialize in a particular field of research. Find which professor studies the field you are looking for and head to his university.
