The best way to learn English is to take an English class, or hire a tutor. It's easier if you learn English with a well qualified teacher rather than just a friend, because a teacher will be able to supply you with all the basic things you'll need and need to know.

with any language, the best way is to live in a place where the language you want to learn is a primary one. so..go travel.  and if you're already in the US, go to classes, interact...etc
