be nicely dressed to show you are not just a creep off the street. also show you have super confidence. if your voice is shaking, she'll think YOU even don't believe in her responding to you.  you can begin by commenting on some things in view, like a busy line, or bad weather, or good weather, etc. if she has no interest in conversing, just leave it. if she does, then you have to keep the thread of conversation going, then ask her to meet you for coffee.

I've been dating my boyfriend for 2 years now. There's a problem with him though.

Ok, first, I was too SKINNY for him, he wanted me to gain some weight. SO I did, but NOW I'm too fat for him, and he wants me to go on a diet. If I were to lose weight, he would say I'm too skinny.

I'm a little chubby now, but not to be mean, but He is overweight, not by much, but he's chubby himself, but he's allowed to be fatter.

When we eat, he only lets me eat a little bit, and he eats his food, and MY food.

I'm getting sick of him. Should I just dump him? Or would that be mean?
