Buenos Aires is easily THE WORST place to pick up girls in Argentina.  If it is that important, I recommend small towns like Lobos outside of Buenos Aires.  The nightlife isn't as good, but you are guaranteed to be the center of attention.  Small Provincial cities are the best.  Gualeyguaychu, Posadas, Mendoza, esquel and plenty of others this size are incredibly easy to meet girls.

If you have to be in BA, I recommend San Telmo, Retiro (Wednesday or Thursday after work), Plaza Serrano or Canitas.  Avoid Palermo Hollywood, Puerto Madero, Costanera Norte, Recoleta, etc. if you want to meet girls, there are too many snobs there
