There is a great website called starfall.com which exposes children to the letters and their sounds repeatedly.  My daughter learned a lot from it!  I hope this is what you meant by "phonetic listening".

Even beyond a website, if you are concerned about your child's education, the Hooked on Phonics programs are wonderful.  Given they are slightly expensive, but the rewards are unlimited.  My daughter has been the top accelerated reader champ since Kindergarten, and she is now in third grade.  She has also made star honor roll each year (all A's), but of course I don't attribute that to the program, but it helped.
