The weather is definitely better in November.  The prices will be higher, as it is high season, and the tourist spots will be more crowded.  However, the weather will be much improved.

in terms of weather - go for november. it is cooler, less humid and less likely to rain. however this is also the high season so tourist attractions will be crowded.

Any month is OK in Thailand, but November will probably be a touch cooler and less chance of rain. But you won't want to spend all your time touring Bangkok. Spend some time on Thailands glorious beaches and travel north to sample the delights of Lanna.
