  1. For a transistor a bias is required for  collector emitter current flow. This in effect puts the transistor in the linear region so it can act as an amplifier


  2. A transistor has 3 regions it can be in. Saturated, cut-off and linear. Linear is the region you use if you want an amplifier, and bias voltage(s) is the set of conditions that are applied to the transistor to keep it at a specified point in that region.

    In a common emitter configuration, usually a VCE and an IC is specified. DC feedback around the transistor supplies the correct amount of base current to hold that bias point.
