Bicycle engine kits compatable with any bike?

Question

I was thinking of getting a kit, for short distance affairs with gas being what it is, and scooters being stolen left and right in my area, but I have a 26 inch female bike I bought from target that cost 60 bucks total, I was wondering if that would be compatable with any engine kit 49cc or lower.

not nowing if the frame has to be any style or strength.

Why not buy a purpose built electric bike? In the UK if you fit a 49cc engine it would be classed as a motor vehicle and you would have to pay road tax and insurance but I'm not sure if that's the case in the US. I use an electric bike for short distances and it costs next to nothing to run.
