Yes and no.

There is a special bike highway, the Elberadweg. It is clearly marked in most places. There are also very detailed maps available (mostly in German though).

Yes, it most areas it is, but not everywhere...But, Germany's roads and streets are quite safe and you always find traffic signs and it's nearly impossible to get lost! ;-)
