Biden - Neil Kinnock Plagiarism ad from way way back.?

Question

Can someone point me to this ad? I remember it running on TV - I think back in the '88 campaign for president.

There must be a clip of it somewhere on the internet - (can't find it on youtube)

Has anyone seen it recently?
