Tupac for sure.....his lyrics are the bomb------still. Biggie had a beat, and even the beat was not that great, Tupac had it going on. plus you could not understand Biggies rapping.

Tupac had a more formal education but for my money's worth Biggie made the game popular and his lyricism added nuggets whereas Tupac had the spotlight and went overboard. Overall Biggie's style made more of an impression.
